요약) control plane의 다중화를 통한 고가용성 보장을 위해 NSF을 사용한다
NSF는 control plane과 forwarding plane은 물리적으로 분리되어 있기 때문에,
control plane이 완전히 동작을 멈춘다 하더라도
forwarding plane을 자체 프로세서를 가지고 있어 non stop forwarding을 보장할 수 있다
